Marbella town hall has approved the building licence for 25 protected homes on a 3,140 square metre plot known as Arroyo Palomera, tucked behind the Boho Club in the southern reaches of San Pedro Alcántara. The registration window for anyone wanting to be considered for one of those 25 properties closed on 1 October 2026, and by the deadline 3,899 applications had been logged. That ratio, roughly one home for every 156 households that applied, says a great deal about the pressure on affordable supply in a town where market prices have climbed steadily for years.

San Pedro Alcántara, a district we cover in detail in our guide to Marbella, has become one of the more active corners of the municipality for this kind of publicly promoted housing. It sits within reach of the beach, the new boulevard and the schools that have drawn young families west from the centre over the past decade. Arroyo Palomera adds a modest but welcome 25 units to that part of town, a world away in price from the open market property for sale in Marbella that continues to command premium prices just a few streets away.

The building itself will rise to ground floor plus three storeys, a profile that fits comfortably into a residential pocket rather than announcing itself with height. Marbella’s planning department processed the licence under the framework set out in the new PGOM, the general urban plan that reorganised how and where this kind of promotion can proceed across the municipality. Protected housing in Marbella tends to arrive in parcels of a few dozen units at a time, scattered across pockets of municipally owned or rezoned land, rather than in a single sweeping estate.

Arroyo Palomera itself has a longer history than the 2026 headlines suggest. The wider sector, a 68,550 square metre parcel running alongside the old N-340 near the Boho Club, first entered the planning system back in 2007 and was built around an earlier general plan that Andalucía’s regional government later annulled in 2015. The partial plan for the area was reactivated the following year, and progress since then has been steady rather than swift.

The sector as a whole is designed to hold 103 homes in total, 25,026 square metres of green space and a plot reserved for a future school, alongside the 25 protected units now finally reaching construction. Almost two decades on from the original paperwork, residents of San Pedro Alcántara are close to seeing shovels in the ground on a corner of town that has waited patiently for its turn.

The Units On Offer

Each of the 25 homes will have three bedrooms and a floor area of between 74 and 86 square metres, generous enough for a family to settle into rather than simply pass through on the way to something bigger. The development includes landscaped communal gardens, a shared swimming pool, underground parking and a storage room for every unit. Those are amenities that would not look out of place in a private development several times the price, which is partly why the registry filled so quickly.

Residents will share a single three storey block rather than a sprawling complex, keeping the scheme in proportion with the surrounding streets of San Pedro Alcántara. Two of the 25 homes carry specific reservations, with one designed for a resident with reduced mobility and another for a person with a different kind of disability. That detail is easy to miss in the headline figures, but it shapes how the eventual draw will be run and who qualifies for which unit.

The remaining 23 homes will be split according to the eligibility rules that governed the registration period. Those rules favoured younger applicants without excluding anyone who met the income thresholds set for limited price housing under Andalucía’s regional framework.

Buyers who do secure one of the 23 non reserved units will also inherit the usual conditions that come with any protected home in Spain. Resale within the first years is restricted, and any future sale price remains capped under the regional scheme rather than floating freely with the open market. Those conditions are the trade off for a price that sits well below anything comparable on the open market nearby, and most applicants on a registry this long seem perfectly willing to accept them.

The Registry Of Applicants

Marbella’s Registry of Applicants for protected housing had already built up a substantial waiting list before Arroyo Palomera opened its own registration period, and the scheme has only added to that pressure. Of the 3,899 people who registered an interest, 2,345 were under the age of 35. That split confirms what estate agents on the coast already sense day to day, which is that younger residents, many of them born and raised in Marbella, are being squeezed out of a sales market shaped as much by international demand as by local wages.

A further 34 registrations came from applicants with reduced mobility and 168 from people with other forms of disability, both categories that receive priority consideration for the two reserved homes. Those numbers alone exceed the total number of units on offer several times over, underlining just how thin the safety net remains for anyone who needs specifically adapted housing in this price bracket.

Twenty five homes will barely dent a registry approaching 4,000 names, but town hall has been explicit that this is one project among several rather than a one off gesture.

Eligibility And Allocation

Half of the Arroyo Palomera homes have been set aside for younger applicants, while the other half will be allocated under Andalucía’s limited price housing regime, which caps both the sale price and the income of anyone who qualifies to buy. The one unit reserved for a resident with reduced mobility and the one reserved for a person with another disability sit outside that fifty fifty split, and will be awarded separately once the relevant priority lists are finalised.

Town hall will publish a provisional list of successful applicants first, followed by a definitive list once any objections have been resolved. Only after that definitive list is confirmed will the process move to a public draw, which is expected before the end of 2026. Nobody applying needs to chase paperwork between departments to follow their own status in the meantime.

Whoever secures one of the 25 homes will also receive a direct financial boost on top of the already capped sale price. Marbella town hall is contributing 10,000 euros per successful applicant, with a further 6,000 euros coming from the scheme’s promoter, bringing total support to 16,000 euros per household. For a first time buyer assembling a deposit in a market where prices have risen for several consecutive years, that sum can be the difference between qualifying for a mortgage and falling short of a lender’s threshold.

Combined municipal and promoter contributions of this kind are becoming a more common feature of protected housing across Andalucía, not just in Marbella. They work because they target the single biggest obstacle facing a younger buyer, which is rarely the monthly mortgage payment itself but the lump sum needed up front before a bank will even consider an application. A capped sale price solves part of that problem, and a cash contribution on completion solves the rest.

The Price Gap In Context

That is precisely the gap that schemes like Arroyo Palomera are designed to narrow, even if only for a lucky 25 households this time around. San Pedro Alcántara’s Wider Pipeline

Arroyo Palomera sits within a broader push to add protected and affordable stock across San Pedro Alcántara and the municipality beyond it. We reported earlier this year on the 129 new homes planned for the Ensanche Norte area of San Pedro, a scheme of a very different scale that nonetheless points in the same direction as Arroyo Palomera. Town hall is using land it controls, or land released through planning reform, to chip away at a housing gap that the open market alone has shown little appetite to close.

Mayor Ángeles Muñoz has described the ambition as building toward roughly 1,200 protected homes across Marbella in the coming years. That target would still represent a small fraction of the municipality’s total housing stock, but it would be a meaningful one for the thousands of families currently sitting on the applicant registry. Arroyo Palomera, Ensanche Norte and the handful of smaller schemes already under construction elsewhere in the municipality form the early instalments of that wider plan rather than its conclusion.

Reaching 1,200 units will take years rather than months, given how long Arroyo Palomera itself took to move from an approved partial plan to an actual building licence. What has changed is the pace at which town hall is now willing to push individual plots through that pipeline, releasing small parcels for protected housing as soon as each one clears its planning hurdles rather than waiting to bundle them into larger, slower moving schemes.

Marbella’s Protected Housing Strategy

The timing of Arroyo Palomera is not an accident. It follows close behind the approval of Marbella’s new general urban plan, which reorganised land use across the municipality and created clearer routes for exactly this kind of protected promotion to reach a building licence. It also arrives against a backdrop of sustained population growth that has added residents faster than new housing of any kind has kept pace.

A revised building licence threshold has already started to change how smaller developers bring projects like this one to market, trimming the bureaucracy around schemes below a certain value. Estepona has run a similar playbook with its own protected housing programme, suggesting town halls across the Costa del Sol are converging on the same answer to a problem that affects buyers at every price point, not only those at the top of the market.
