Marbella’s Urban Landscape Poised for Transformation with Upcoming PGOM Approval

Marbella is on the cusp of a significant urban development milestone as the municipality prepares to approve its new General Municipal Plan (PGOM) this June. This comprehensive plan is designed to streamline development processes, enhance land use efficiency, and provide greater clarity for investors and stakeholders.

Accelerated Development and Investment Clarity

The PGOM aims to expedite development timelines, facilitating the initiation of large-scale projects that align with Marbella’s growth objectives. By delineating clear guidelines and land use designations, the plan seeks to eliminate ambiguities that have previously hindered investment and development initiatives.

Comprehensive Planning with Environmental Considerations

Comprising 65 sector reports, all of which have received favorable feedback, the PGOM reflects a concerted effort to balance urban growth with environmental stewardship. The plan has undergone extensive public consultations and engagements with local groups, ensuring that community input is integral to the planning process.

Alignment with Regional Legislation

The PGOM is underpinned by the regional law known as LISTA, which facilitates the separation of long-term strategic planning from local development projects. This legislative framework is instrumental in expediting the approval process and ensuring that the plan aligns with broader regional development goals.

This kind of legislative separation matters in practice because it means a single large infrastructure project no longer has to wait for the entire municipal plan to be finalised before it can proceed. Smaller, well defined developments can move through approval faster, which is one reason agents on the coast have described this PGOM cycle as more workable than previous planning attempts.

Initiatives for Affordable Housing

In a move to address housing affordability, the Marbella Town Hall has announced a project to provide temporary housing solutions for young people and seasonal workers. The initiative involves offering free land to private developers to construct low-cost rental homes in areas such as San Pedro, Nueva Andalucia, Las Chapas, and central Marbella.

The affordable housing element is particularly relevant to Marbella’s own workforce, since many of the businesses that serve the luxury property and hospitality sectors have long struggled to house staff within reasonable commuting distance of the coast. Freeing up land for below market rental homes in San Pedro and Nueva Andalucía addresses that gap directly rather than relying solely on new market rate supply.

Next Steps and Implementation Timeline

Following approval by the Marbella Town Hall, the PGOM will be submitted to the Junta de Andalucia for final endorsement. If the process proceeds without delays, the plan is expected to come into effect before the end of 2025, setting the stage for a new era of urban development in Marbella.

For buyers and investors, the PGOM matters because it removes years of legal uncertainty that had stalled several major sites around the municipality. Some of that pent up development is already visible, including the large scale scheme covered in our report on how Marbella has unlocked a major new development of 2,800 homes and a five-star hotel.

A clear, approved planning framework also tends to support property values in the surrounding areas, since buyers and developers can move forward with far more confidence once the rules governing land use are fixed rather than pending.

Whether the Junta de Andalucía’s final endorsement arrives on schedule remains the main variable to watch. Delays at that stage would push implementation into 2026, but the municipality’s own preparatory work, including the completed sector reports and public consultation rounds, suggests the plan is further along than most previous attempts at a comprehensive PGOM.
